DOD's Africa Center for Strategic Studies to Hold Managing Security Resources In Africa Seminar


WASHINGTON, D.C. -- The Africa Center for Strategic Studies (ACSS) will conduct its “Managing Security Resources in Africa” seminar at National Defense University (NDU) in Washington, D.C., May 16-21, 2010. The annual seminar is a capacity-building opportunity for mid-level military and civilian officials in the security sector who have resource management responsibility in North African, Sahelian, and Horn of Africa countries including Algeria, Benin, Burkina Faso, Chad, Djibouti, Egypt, Ethiopia, Libya, Mauritania, Morocco, Nigeria, Senegal, Sudan, and Tunisia.


The seminar aims to reinforce the link between effective resource management and attaining national security goals. It will highlight predictable policy environments, transparent procedures, and accountable officials; demonstrate the importance of adopting appropriate, internationally-recognized budgetary and procurement practices; examine the policy, institutional, and capacity challenges facing African practitioners; evaluate intended and unintended consequences of various models of resource management; and identify the roles and responsibilities of civilian and military leaders in effectively managing Africa’s security resources.

Who: Keynote speaker – Dr. Raymond Gilpin, United States Institute of Peace

Dr. Gilpin directs USIP’s work on analysis of complex economic relationships in all stages of conflict, including prevention, mediation, resolution and post-conflict.
